MAIN LESSONS DATOURWAY Project PILOT AREA DATOURWAY Project MACRO-REGIONAL RELATIONS OF THE DANUBE AREA An important role in the area development could have the “Dunarea 21” Euroregion Association, created in 2001, at a meeting in Vidin with the participation of the representatives from 3 countries: Romania, Bulgaria and Serbia – the Vidin, Calafat, Zaycar municipalities. In this chapter we have identified a list of projects implemented or under implementation by local authorities, the trends in tourism development, the main policy and strategies for tourism development of the Local Authorities or County Council. In the Cetate, Ciupercenii Noi and Desa Communes, 60.9%, 49.7% and respectively 34.6% of the local work force are employed in commerce. The highest proportion of the population employed in tourism jobs is in the Desa Commune (9.6%) and Cetate Commune (8.7%) and the Calafat Municipality (3.9%). DATOURWAY Project NATURAL AND ENVIRONMENTAL CHARACTERISTICS We discussed the following issues: • Natural resources; • • • The state of environment: the air quality, the water quality, the soil quality, the management of waste, the floods risk; Protected areas: in the pilot project area there are 3 NATURA 2000 sites, of which, 2 Special Protected Areas (SPAs) and 1 Site of Community Importance. To these, another 5 natural reservations appointed by Law 5/2000, with a total of 238,4 ha are added. Cetate The Danube beach, lying on approximately 3 km, The ‚La Cetate’ cultural port – lies on the Danube bank, 2 km from Cetate and 18 km from Calafat. It is famous for the sculpture camps organised during the recent years. Also, inside the complex they have organised a ‘Neolithic’ village where ecologic products freshly prepared can be consumed. This represents only 0.7% from total arrivals of foreign visitors in Romania. In the same year, 32,403 departures of Romanians abroad were registered at Calafat border point representing 0.3% from the total of departures of Romanians abroad. Modernization and development of tourism infrastructure in the pilot area: Improving the fluvial accessibility in Calafat port: port upgrading by adding tourism functions to current structure / organization; Arranging Danube bank in Calafat : from the port Calafat to the Bascov area; Construction of a marine in Bascov area - for pleasure boats, pier for boats and floating swimming pool; Rehabilitate the Bascov beach; Opening an information center at Calafat; Establishment of two bike trails in Calafat and adjacent rural areas: Calafat - Maglavit – Cetate and Calafat - Ciuperceni - Desa - Poiana Mare; Organize a water recreation area. DATOURWAY Project SUGGESTED ACTIONS TO BE IMPLEMENTED IN THE AREA 2. Diversification of tourist offer and optimal capitalization of the resources Encouraging rural tourism and agro - tourism; Business tourism development; Development of cruise tourism on the Danube; Development of cultural tourism and religious tourism; Ecotourism development; Creating tours combined in an optimal way to exploit all tourism resources offered in the area. 3. Increasing the quality of products and services Review of EU quality standards on accommodation, catering, conferences facilities, recreational infrastructure and other travel services and designing training and authorization programs as necessary; Achieving a high standard of tourism services to ensure effective services for tourists or increase the tourism experiences; DATOURWAY Project SUGGESTED ACTIONS TO BE IMPLEMENTED IN THE AREA 4. Visibility through the development of local marketing Promoting the development of tourist offer through publications, brochures in different languages, guides; Making a web site that works as a tour guide for the pilot area; Stimulating and supporting marketing alliances with Dolj County Council, the Ministry of Regional Development and Tourism with other marketing organizations in Romania and Bulgaria, developing relationships with suppliers of transport services, travel journalists, etc.; Participation in specialized fairs and exhibitions; Organizing tours and demonstrations for journalists and travel agents; Organizing events to stimulate demand (like Folk Festival – Calafat, Balkanic Film Festival – Cetate); Creating a tourism brand Calafat - Vidin. DATOURWAY Project SUGGESTED ACTIONS TO BE IMPLEMENTED IN THE AREA 5. Human resources development Supporting the training of specialists in the tourism sector; Developing the necessary professional skills of the employees in tourism sector ; Supporting professional and university education; Preparing the staff for providing tourist services in rural areas; Training the staff working in areas related to the tourism sector; Paying attention to knowing of at least one international language among the staff in tourism and related activities, knowledge of Bulgarian is also a recommendation. DATOURWAY Project SUGGESTED FURTHER CROSS-BORDER COOPERATIOS Most of the projects of development of tourism in the Romania-Bulgaria cross-border area, aim especially: • to create strategies and to develop partnerships; develop the general and tourism-specific infrastructure; • to capitalize the cultural patrimony (traditions and customs) and the rural one; • to • to capitalize and preserve the biodiversity; build tourist ports/marinas; • to to improve the quality of tourist services. • Projects proposals for cross border cooperation: Romanian and Bulgarian cooperation among economic and institutional actors” (jointly • “Promoting participate in international fairs, development of complementary economic sectors with high value added etc.); partnerships, exchange best practices”; • “Building Romanian-Bulgarian cross-border business incubators” • „Encourage • “Historical and cultural routes in the border area Dolj, Vidin, Vratsa, Montana - a path to economic development” Park Western Balkans” • “Trasfrontalier • “Establishing routes for tourist passenger ships on the Danube” center to promote specific professions in the Romanian-Bulgarian border area” • “Training ring road rehabilitation of Calafat and the county road Calafat - Ciuperceni – Desa” • “Sion • “Study on the potential of creating a multimo.dal transport system in order to provide connections between corridors 4 and 7” of information systems for traffic of goods and people crossing the border in the Vidin – • “Harmonization Calafat” • “Studies on flood risk management in the border area” DATOURWAY Project LOCAL INVESTMENT OPPORTUNITIES Promoting the tourism potential (attractions) in the cross-border region and the diversification of the existing cross-border tourist services; Integrating the cross-border infrastructure and tourism products in the European circuits; Building the Calafat-Vidin bridge will facilitate the road and rail links between Romania and Bulgaria, Greece, Turkey, Near and Middle East ; The creation, as a result of building the Calafat-Vidin bridge, of the Calafat "free zone" (a key point in international traffic by road, rail and river) and of the "industrial park"; Potential for exploitation of the Danube as a low-cost transport corridor; The development of Danube tourism, of tourism ports (Calafat, Cetate, Corabia, Balasan). Modernization, refurbishment, possibly expanding the port area as needed; Good opportunities for developing agro-tourism and cruise tourism on the Danube; Wine-viticultural potential localities (Segarcea, Sadova, Dăbuleni, Bechet, Banu-Maracine, Bradesti, Brabova, Plenita, Calafat Vineyard - Poiana Mare and Cetate wine centres); Hunting and Fishing - meadow landscapes contiguous to the Danube, with patches of forest, dunes, pools of water that lure sport anglers; lakes remaining after hydro-ameliorative works (Maglavit, Ciuperceni), representing a real potential for sport fishing or recreation; fish potential from lakes and rivers; DATOURWAY Project LOCAL INVESTMENT OPPORTUNITIES Promoting cultural objectives and capitalising the traditions, crafts and ethno-folk customs as a tourist product; Making viable and designing the Debarcader - Bascov - Calafat area for tourism; Two major areas are the local potential in this respect: the Ostrovu Mare area (landscape values) proposed to be extended through the development of a recreation area with specific facilities in the east part of the town (through the dismantling and relocation of the industrial units and premises) and the Bascov area, proposed to be developed by approvals and compatible constructions; The revitalization of routes supported by buildings with architectural-urban value will be underlined (in this respect specific programs of restoration, renovation and rehabilitation of valuable monuments will be implemented) ; The development in the west of Calafat of an area for leisure, recreation and tourism through buildings and specific facilities, taking into account the unstable nature of the land subjected to natural hazards of flooding. Currently the area is occupied by productive premises or warehouses for which dismantling and relocation are proposed in other compatible areas, reserved for this purpose. The local administrations are interested in attracting some investors for creating, developing, modernising the tourism infrastructure in view of capitalising the natural tourist resources and improving the quality of the tourist services, supporting the creation of guesthouses, motels, holiday homes, hotels, restaurants with local specific, hunting and fishing centres, camps and sport cantonments, camping, summer sport basis, etc. DATOURWAY Project BEST PRACTICES IN PILOT AREA Cultural Harbour “La Cetate "- is on the Danube River, 2 km from the village Cetate and 18 km from Calafat. It is famous for its sculpture camps organized in recent years. Also, the complex has a "Neolithic“ corner , where you can eat fresh organic food and you can participate directly to the creation of Cucuteni culture pots. Cultural port Cetate is the cultural center of the Foundation for Poetry "Mircea Dinescu." Cultural Centre can provide accommodation and comfort for 16 guests at any time of year. Besides leisure in a natural setting, guests can dine in the restaurant in the complex.
