NREGA -basic issues both on Demand & Supply side…

3 2 1 Less demand due to long payment cycle, experience at banks very poor, BC model not in place, no ATMs… Less demand also due to exclusion of women due to social reasons, separate works directory for women with easier works not available… No effective mechanism to capture demand, concept of Rs.14.2k earning not pushed through… 5 4 Supply side - very less capacity builing of Rozgar Sevaks, TAs, Pradhans and Secretary, very ineffective monitoring mechanisms at Blocks… Supply side - Work Flow and Fund Flow is tedious and cumbersome for GPs & Line Departments, Convergence not fully explored… Suggested Solution – Model projects esp New Sanctioned works & Process improvements!!!

Workshop of all Gram Pradhans on 24 th July…Block level trainings thru UNICEF Consultant for staff… Programme launched on 2 nd Yatra’… Oct with a ‘Nari Swabhiman Hard hitting Nukkad Nataks were organised in 142 places..

Challenges under the NBA Programme...

To maintain 60:40 ratio at GP level, if 50 toilets created 150K other labour-oriented work needs to be prepared… Absence of hard hitting mass IEC Campaign… 1 2 Rs.10k at current SOR not enough, amount needs to be district specific… There is lot of scope for scaling up by tie-up with banks through low interest bearing financial linkage at district credit plan level, guidelines to allow for it… Penal provisions for non-use and for non NBA familes, need law for enforcement… 4/29/2020 3 4 5 14
