The NTDETAS Strategic Plan

The NTDETAS Delivery Standards
• Currently being developed by ANSTSE with
funding from NHTSA.
• Assist State Driver Education Programs for
establishing minimum requirements for the
successful delivery of driver education courses
for new teen drivers.
• Establish the process for “How” driver education
is delivered, improving the overall quality of
instructional delivery methods which benefit the
novice learning driver.

The NTDETAS Delivery Standards
• Provides minimum standards for delivering driver
education on a number of important topics including:
– Course Curriculum and Delivery Durations
– Classroom/Equipment Specifications/Instructional

– Training Vehicle Specifications/Equipment /Training

– Additional Delivery Methods (BTW, simulators,
driving ranges, computer-based independent student
learning, online learning systems)

Development of National Teacher
Training System
• Currently being developed by a subject matter
working group under the direction of ANSTSE with
funding from NHTSA.
• Completion date of September 2015.
• Objective is to develop a system for the training of
driver education teachers nationwide, including the
development of standards, model teacher training
materials and recommendations for the certification
of driver education teachers.

Training System
• Determine status of current state-level teacher
training programs
• Compare existing teacher training certification
programs to the NTDETAS and the ADTSEA
credentialing system
• Develop a recommended teacher training and
credentialing program with training courses and
materials
• Conduct 3 pilot study courses of the teacher training
program
• Distribute the final materials for state use

Development of Online Driver
Education Delivery Standards
• Currently being developed by Highway
Safety Services and the Traffic Injury
Research Foundation (TIRF) under the
direction of ANSTSE with funding from
NHTSA.
• The objective is to develop standards for the
delivery of on-line driver education programs.
• Completion date of September 2015.

• Conduct a review of current on-line educational
research reports and on-line educational program
standards.
• Conduct meetings of the working group and
prepare draft delivery standards.
• Collaborate with other stakeholders and conduct
two meetings with the stakeholders to establish
consensus for on-line standards.
• Prepare and deliver draft on-line driver education
standards to ANSTSE and NHTSA.

Implementation Guide
• Currently being developed to assist States in

• The Guide addresses each specific standard and
provides strategies for implementing the standard
